SAP Training Scheduled for April 29, 2023

The Safety Assessment Program (SAP) utilizes volunteers and mutual aid resources to provide professional engineers, architects, and certified building inspectors to assist local governments in safety evaluation of their built environment in the aftermath of a disaster. The program is managed by Cal OES, in cooperation with professional organizations. Cal OES Recovery SAP issues registration ID cards to all SAP Evaluators that have successfully completed the program requirements.

The SAP Info for the class is as follows:
The classes are broken down into 7 sessions of 1 hour each. With the confined time frame classes will start at 9:00 AM with lunch in class room. Bring your laptop! You’ll need it to take the SAP training.

Each attendee is required to purchase 2 Field Manuals:
ATC 20-1  Postearthquake Safety Evaluation of Buildings & ATC 45 Safety Evaluation of Buildings After Windstorms and Floods.

The ATC 20-1 & ATC 45 link to purchase books> Applied Technology Council Online Store (   These books are not required for the class, but are needed for field evaluations.

Mark worked in the construction Industry for 26 years where he started as Building Inspector and and eventually became  a Building Official for the City of Millbrae where he retired. Mark then worked for CSG Consultants for 12 years doing residential and commercial inspections for different jurisdictions.  For the last year Mark has been the Building Code Official for SLAC . During this time, he has been an Evaluator, Coordinator and a Trainer in the California Safety Assessment Program (SAP).  Some of the callouts Mark responded to were the 1989 Loma Prieta Earthquake, Millbrae Landside, San Bruno Gas Fire, and CZU Fire Assessments. Mark has taught many SAP classes for both Evaluators and Coordinators.

Course Objectives

  • Introduce and train Architects to be Evaluators and non-architects to be support personnel in the SAP Process and Documentation.
  • How do you deal with items not on the inspection forms or which forms to use.
  • What to look for and how to document findings.
  • The who, what, where, why, when of callouts
  • Certifications – how to obtain and maintain your credentials
