The Safety Assessment Program
When a disaster strikes, one of the first tasks for a community is to determine whether the buildings are safe for habitation. The trouble is the structures that must be examined often greatly outnumber the quantity of trained city inspectors.
The AIA Safety Assessment Program (SAP) Training teaches architects, engineers, building officials, and inspectors how to assist local governments by assessing homes, buildings, and infrastructure for safety after a disaster. This workshop will teach participants to conduct rapid damage assessments of structures affected by earthquakes, wind, and water.
Professional expertise is provided as a volunteer service and is based on the Cal OES program. The Safety Assessment Program Training is a technical training program that includes Applied Technology Council ATC-20 Post-earthquake Safety Evaluation of Buildings and ATC-45 Safety Evaluation of Buildings after Wind Storms and Floods. Digital Registration ID Cards will be issued to all SAP evaluators that have successfully completed the program requirements.

- Accurately conduct a post-disaster rapid building assessment and complete appropriate damage assessment forms.
- Demonstrate understanding of the Applied Technology Council’s ATC 20 Post-earthquake Safety Evaluation of Buildings and ATC 45 Safety Evaluation of Buildings after Windstorms and Floods damage assessment procedures.
- Recognize the important role architects and associated building professionals play in disaster preparedness, response, and recovery.
- Review protocol for working with and assisting local governments in the aftermath of an emergency.
